is there a time period where the nobles ,,rightful heirs to lands and estates throughout Europe were courted by wealthy merchants?

how the likes of "Louis the 14" came about,..as sorry, he doesnt look very "noble" or handsome..quite the opposite..so was wondering if he was a mixed noble bastard of some kind.,,if so, when this might have happened? and how common in other parts of Europe ,such as Holland or Germany or Russia even.
